I live and work on a farm in hana with my fiancé. We would like to keep living and working here, but would also like to start a family here and need more space. We support increasing the second farm dwellings’ size. We can’t afford to work on the farm and live off-site. Mahalo
My name is Anthony Cadiz. My wife of 34 years, Leanne Cadiz and I, reside at 1521 Kanaio Kalama Park Road in Kula, HI 96790. We are in favor of the proposed resolution supporting a bill which will increase the allowable square footage of a second farm dwelling from 1000 to 1500 square feet in Ag Districts.
My farm is in Ulupalakua on 8.5 acres. It is a labor of love, which I hope to pass on to our daughter, an only child. As we approach retirement my wife believes that we can live smaller than in the first farm dwelling on the property. My hope is that my daughter would raise her family on this land by living in the 1st farm dwelling.
This would require us to build a second farm dwelling on our 8.5 acres.
Not surprisingly, over the past 34 years we’ve acquired STUFF. INDEED A LOT OF STUFF. Despite the desire to live smaller, an increase in the allowable square footage from 1000 to 1500 square feet on a 2nd farm dwelling means everything.
Times change…. Years ago there was a show I Love Lucy. My parents had a similar sleeping arrangement to Lucy and Desi in that there were two twin beds in their bedroom. 35 years ago when my wife and I were courting when she saw their sleeping arrangement she blurted out, “I would never have you sleep in a separate bed”.
Times change, … 35 years later, I snore. That equates to separate bedrooms. An extra 500 square feet will allow for a second bedroom allowing us a bit more space so as to not be on top of each other.
The ECONOMICS… The building of a second farm dwelling is expensive. This is especially the case when you live out in Ulupalakua, God’s country as we do. HOWEVER, certain of the substantial costs remain the same including site work, framers, finishers, plumbers, dry wallers, roofers. Economy of scale results in allowing an increase of square footage. Skilled tradesmen all have to make the trip out to perform their trade. MY POINT, the build of a 2nd farm dwelling becomes more economically feasible when you increase the allowable square footage from 1000 to 1500 square feet. It’s both necessary and prudent. Certain standard costs like the cost of a front door, kitchen appliances, a garage door are SINGLE COSTS in the construction. That is, the costs remain the same when placed in a small house as in one 500 square feet larger.
Back in 2017/2018 a bill was passed on Rural half acre districts allowing an increase from 1000 to 1500 square feet as well as increasing the allowable structures. There was conversation at that time to similarly increase the square footage allowed on 2nd Farm dwelling. Then came COVID and the associated challenges and excuses to “back burner” its application to the Ag District.
May I respectfully suggest that the proposed bill has been on the “back burner” long enough.
It is for the above reasons that I request the Council to move the proposed Resolution and Bill forward so as to increase the allowable square footage on a second farm dwelling from 1000 to 1500 square feet.
Echoing many of the supporting comments here: my ohana and I support the option to increase farm labor dwelling sizes. We are small specialty crop farmers in upper Kula who want to continue farming and perpetuate the agricultural traditions of upcountry Maui. Offering affordable housing and offering fair living wages to local Maui agricultural workers are key issues in encouraging the growth of a local food supply through small family farm businesses. By having the option for larger labor dwellings there is a greater chance for farmers and their families to work and live sustainably on the farms that they support.

As the housing crisis continues, the greatest challenge most after farms on Maui face is being able to support their workers. Desperately needed! This will automatically provide so much more housing without needing to take more land! My family owns ag land with one dwelling and my sister lives there while my family rents a whole other place. If a second dwelling was a allowed, we would build there and open up this rental to others. Please pass this bill! It's so logical!
