As a tax paying resident of the Kehalani community for over seven years, I'm asking, to put it nicely, for the County to uphold its responsibility for our roads. Actually, they are Maui County's roads, yet the County has refused to maintain them. Stop shirking your duty regarding Resolution No. 25-86.

As a worried parent of a young and vibrant 3rd grader at Pu'u Kukui Elementary School, this Resolution is deeply personal.
My daughter, a budding artist and a voracious reader, has had several near misses with speeding cars on her way to school. I can't seem to forgive myself for a near-hit on the designated crosswalk fronting the Kehalani Mauka Park on Kehalani Mauka Parkway. It was at about 6:50 AM on the day of her 8th Birthday. I recall my hands being full due to carrying an extra bag filled with cupcakes for my daughter's class. We entered the crosswalks after noting that there wasn't cars coming up or down. She was walk fairly slowly on the crosswalk, and I turned around to tell her to walk closer to me. In my peripheral, I could see a red truck getting rather close to us quickly. I told my daughter to run, and we both luckily made it across the street without injuries or demise. I haven't been able to forgive myself for putting my daughter in that situation.
Despite always using the designated crosswalks and looking both ways, her safety has been compromised at least thrice due to vehicles driving too fast over the crosswalks on the Kehalani Mauka Parkway. Sadly, our concerns have been dismissed by our Association, Kehalani Community Association because the Parkway is privately owned. It is the story of someone, somebody, and nobody.
The Kehalani Community Association refuses to pursue further action due to the Parkway's developers not having released control to the County. However, as current that Resolution No.25-86 is in motion, and I feel grateful and blessed that our County of Maui will be taking over these roads and its overdue needs. However, the safety of our children cannot be jeopardized due to jurisdictional issues. The neighborhood is home to many children attending Pu'u Kukui Elementary and Iao Intermediate Schools, residents commuting to work, people getting exercise, and dog walkers, all of whom are at risk.
As a concerned parent and pedestrian myself, this Resolution calls for the installation of enhanced crosswalk safety measures such as flashing lights, all-way stop signs, and raised crosswalks on Kehalani Mauka Parkway. Furthermore, the implementation of speed bumps and speed radar notifications could effectively curb speeding vehicles, drastically reducing the risk of accidents.
Together, let’s become the change we need for our children. Let’s fight for the safety of our community, and ensure that Kehalani Mauka Parkway is a safe place for everyone. Our children's safety is too important to be put on hold.

As a resident of the Kehalani neighborhood association, I would like to submit testimony in support of Resolution No. 25-86, in support of dedicating the collector roadways to the country of Maui.
The collector roads were constructed to county standards and feed the Maui County Park open to all residents of Maui, which is used heavily for sports games and practices, birthday parties and ohana gatherings, Wailuku Elementary for recess play activities, & the community at large for recreational purposes.
The connector roadways also serve Puu Kukui school and are used heavily for drop off, pickup from school, and for families of Puu Kukui school to bike, walk, and utilize the paths to the park.
School traffic on Kehalani Mauka Parkway creates heavy traffic twice daily on weekdays, making it evident that this connector road is a major artery for students and their families.
Oma Oma O Street also sees heavy use throughout the day and early evebjng hours for use of the park, and cars park along the road as overflow to the parking lot for sports games, recreation, etc.
I believe the connector roadways within Kehalani are predominantly used by the public residents of Maui, and should be dedicated as roadways of the county of Maui to maintain as integral roadways utilized my our Maui community.
Mahalo for your consideration in this matter, and for embracing the opportunity to offer these public park spaces to the keiki and families of Maui.
I want to encourage approval of Resolution No. 25-86. The approval by the WAI Committee and ultimate adoption by The Maui County Council will compete the process of dedication of the collector roads in the Kehalani Subdivision.
These roads, not only serve the residents of the subdivision; but also residents of Wailuku and Central Maui as they access facilities within the subdivision.
This dedication process has taken a long time; but it appears the everything is in place to proceed with the adoption of Resolution No. 25-86.

It has been 20 years that I have lived here, with my wife and children, and roadway dedication is long awaited. Liability should not be put on private homeowners for public infrastructure. Please work towards dedicating our roadways to the County of Maui.
As an Iliahi at Kehalani resident I am supporting Resolution No. 25-86. As others no doubt have pointed out, the roads in Kehalani were built to County specifications, are open to the public to use and service the Pu’u Kukui school and Kehalani Mauna Park.
Our AOAO was hit with a six fold property insurance increase raising the premium to $5000 per because of the Lahaina fire. From what I understand the County is talking about requiring landscape changes because of the fire and lack of irrigation water. We can’t take many more increases to our AOAO Fees. Burdening the community with the maintenance of the roads which were built with the understanding that the County would take over the maintenance of them will be too much for many and foreclosures will begin.
Please follow through with the agreement and pass Resolution No, 25-86.

This will greatly help to keep the cost of living for us local families at a minimum without having to worry about increased HOA fees or future assessments for the repairs and maintenance of the roadways. The Kehalani Community Association has done their best to keep up with all the conditions, and now it's time to turn over the responsibilities to the County which has more of the resources to manage it. We are sending this email to offer our support for Resolution No. 25-86 which allows for the dedication of the collector roads within the Kehalani subdivision to the County. Our family have been residents in the Kehalani subdivision for over twenty years. When we first bought our home, we were under the impression that these roads would be dedicated to the County in the near future, similar to other residential neighborhoods on the island.
Now that all of the lots within the subdivision have essentially been developed, with the last residential neighborhood just starting its development, the roads should be dedicated.
If the roads are not dedicated, this will place a sizable financial burden in the form of special assessments and HOA monthly fees on all of the residents, the vast majority of whom are working class families, including many County and State workers. This ultimately will push the prices of these homes up, further exacerbating the housing challenge for local residents. We do not believe that the Kehalani Association has created reserves for the future maintenance/repair of these roads.
Thank you for your devoted service to our community. We appeal to you for your consideration of this important issue to Maui working families.
