    I am in full support of this project. Beach erosion is an issue that effects more than those who live or vacation in the buildings nearby, but will eventually become an issue on other parts of the island as well. This project must show Hawaiians how to support and protect our beaches, marine life, reef and residents so that ALL who live and visit Maui can continue doing so.

    I fully support this project, and I encourage others to support it as well.

    Honored Council and Committee Members: I own a condominium in the Kahana Bay community. I am writing in strong support of the Kahana Bay Beach Restoration project. This project is beneficial in many ways, not only to restore beach for public use where hardly any beach remains, but it will also revitalize the offshore habitat by creating T-Groins for future coral formation, turtle feeding grounds, and create habitat for octopus, fish, etc. It will also serve to protect the lower road at several areas currently prone to washouts and erosion damage. By installing offshore T-groins and restoring natural local beach sand to the beach a buffer will be created that will help protect county assets such as drainage structures, the road, etc.

    Over the last year I have spoken to many business and condominium owners, and I have heard overwhelming support for this work.

    The draft EIS for this important project is done, and what is now required is for the county to complete it’s work to create a process and guidelines for Community Facility Districts to form, and with your help to raise the CFD for this specific project to the Council for action to approve it. The work by the KBSC, in close cooperation with Maui Planning Department and many other entities has been ongoing for years. The time has come to act to enable the project to move forward!

    A comparable initiative aimed at safeguarding the beaches on Oahu has already been carried out successfully. In my opinion, if the proprietors who own condos in one of the 9 complexes on Kahana Bay Beach unite and agree to cover some of the expenses required for such efforts, then it should be given the green light for implementation.

    Aloha,

    I fully support the Kahana Bay restoration project. This is much needed to protect the environment and all natural resources. Allowing this erosion to continue will kill Maine life and the reefs etc.

    I am the President of the Association of Apartment Owners of the Sands of Kahana Vacation Club. The owners of the 196 apartments at our resort are in full support of the County of Maui creating a Community Facilities District that will fund and maintain the erosion mitigation measures proposed in the Envoronmental Impact Statement prepared by Oceanit.

    I am in favor of the Kahana Bay beach restoration project and creating a CFD to pay for it. It is a solution for the erosion problem that has stripped away the beach, threatened buildings and impacted the road and utilities in the area.

    I am an owner at Kahana Reef. Since I’ve owned the condo I have rented my unit to both long-term renters and vacation renters. My husband and I hope to retire on Maui in the next few years.

    The benefits of the beach restoration and erosion prevention project include:

    •A new, sandy, PUBLIC beach in West Maui paid for by the condo owners

    •Protection for Lower Honoapiilani Rd and protection for the utilities along/under that road

    •Continued economic support from the residents of the condos and the visiting tourists for local restaurants, stores and tourist service businesses in West Maui

    •Continued tax support for Maui’s government services through income, property, and GET taxes paid by the condo owners

    Managed retreat is not a fiscally responsible option. I have not seen any detailed reports or plans on how managed retreat would be done. Some of my concerns include:

    •How would you compensate the owners? According to testimony there are 961 condos. I’m not a realtor but have observed the market price for condos ranging from $500,000 to more than a million.

    •What would happen to the year-round residents and long-term renters in the buildings? Where would they go? What compensation would they get?

    •Who would pay for removing the buildings and debris? What environmental studies would need to be done before demolition?

    •What will happen to the road and utilities?

    •Where would the county find new funds to replace the tax revenue generated from the condos?

    •How would the small businesses that currently service the condo residents and vacation guests be impacted? I suspect many would close their doors.

    •What would happen to the vacated land? How long would the public be allowed to use it? If erosion is allowed to continue, additional residential properties and businesses would likely need to be included in a second “managed retreat.”

    Under this proposal, the people paying for the stabilization of erosion and the restoration of Kahana Bay are the people who own the condos. The public will be able to enjoy the results once the project is complete.

    Please approve the CFD.

    Aloha sorry I missed testimony on this issue today.

    I wish I had enough time to counter the presentation. The presenter brought up the county seawall revetment in Kahului at the wastewater facility. Please note that project is the only one that has been allowed to move forward because of the potential of an environmental disaster.

    Slippery slope
    Dangerous precedent
    No plans to improve public beach access

    Creates a liability for the county

    This project is primarily to protect the investments of condo owners, many of whom who do NOT live here and use these properties for tourist accommodations

    These entitled owners are trying to play the county just like the Hololani condo owners did when the state denied Hololani to build a revetment so they went to the county and got the planning department to allow them to build a seawall on their private land. I’d be happy to elaborate on that situation.
    Do NOT let these people play you. We owe it to Maui county to come up with a holistic solution. Managed retreat is the only long term viable option but that cannot happen unless people like you have the political will.

    Aloha, my name is C. Rose Reilly. This proposed project is hewa nui!! The structures don’t look Hawaiian, they look unstable, ineffective and dangerous. i am completely opposed to the community paying for any mitigation wen these places made millions, shld NEVER have been permitted (and prob were only from nefarious activities of colonizers) and caused this problem thru their insolence. i am literally watching feces float by wen i swim in Pā’ia. Our infrastructure hasn’t been updated in far too long as the county excuses rich ppl and then pays for their luxury investments. Nuff already!! The owners shld get tasked w/ paying to tear those bldgs down so that ocean can act like Hawaiian ocean and the beach can remain Hawaiian beach!!

    I am a long term resident of the Kaanapali neighborhood and we are against this! Why should our tax dollars pay for private beaches? Why wont these condos tell us how many units are actually occupied by full-time, long term residents?! Because most of these are vacation rentals that illegally cut off public access to the beaches. Let’s talk about how the public access here in kaanapali has been blocked off for 40+ years. These condo owners are more concerned about profit then the island itself. If the county or state helps fund this, what is that really saying to us local residents? That you support these condos blocking the access to the beaches? That WE should pay for these tourist and part time residents/travelers private beach? I don’t think so. Please do not do this.

    I am a resident of Maui, opposed to the
    T - groins and thus destruction of the shoreline ecosystem. Shoreline restoration needs to be sustainable and serving long term changes to the environment

    shame on the county & shame on the owners @ kahana reef! When is enough gonna be enough, when are these people gonna realize that the ocean WILL DO WHAT IT WANTS regardless of these “temporary fixes”. Owners @ kahana reef only want this done to protect their investments, well the OCEAN is our investment!! Leave our beaches alone.

    If you think these 7 groynes, almost as long as a foorball field is going to stop sea level rise, you're insane. What about down drift all the way to black rock? You going to put in another 50 or 100 more then?
    This is NOT the solution. History documents this. Also, what about the sand build up this will cause, blocking Kahana stream flow? Get ready for more flooding lawsuits!

    Sea level rise is real and no harding or so called replenishment will stop it. To ignore that is just plain ignorant, liable and irresponsible.
