I am writing in plea for your vote to add both Lahaina Rec Center & Honokowai Playground to BOTH be put back into the county's 2024 fiscal budget. This is paramount to our community's health, specifically for keiki & their caregivers.

I am Ralph Matias, a sophomore of Lahainaluna High school, and I am testifying in support of Maui Economic Development Boardʻs Economic Development Grant under the Maui County Office of Economic Development.
Initially, I wasn’t all interested in agriculture. I had no prior experience in farming and I never liked getting myself dirty. However, with STEMwork’s internship program, I’ve started to open up about the ways of farming. I really liked learning about the benefits of farming and how it supports our community.
I first want to thank Kaipo, my mentor, who influenced me the most about agriculture. He knew I wasn’t that interested in the work but he still made it enjoyable for me. I knew he was always busy with his business life, but I appreciated that he always made time to teach me about how amazing farming is. I also want to thank Mr. Pallett, Britney, and the STEMwork’s program. It wouldn’t have been possible without Mr. Pallett letting me know about the internships, Britney’s invitation to them, and STEMworks creating the internships themselves. If I never knew about the internships, I would still be the high school kid who would be oblivious to the work of wonders that the community of farmers provide!
Thank you for your previous fundings into the internship program. Thank you for making them possible and providing us a stipend for our work. I hope you will continuously fund the grant so more kids like me will be enlightened about the arts of farming. Of course including the other internships that aren’t about agriculture.
My name is Roshelle Butihi and I'm a Lahaina resident and a County of Maui employee. I have lived most of my life near Lahaina Recreation Center and I will admit that I have decided to take my daughter and nieces all the way to Kahului, Kihei, or even Upcountry just to enjoy the parks playgrounds that are in way better shape than ours. When Napili was re done we decided to save gas and travel there instead. It's sad to see that our Westside Community has to go to these lengths just to get our kids out of the houses and away from everything digital. I've been in Parks and Recreation Department for a little under a year now and I've gotten the calls from the Community expressing their concerns and frustration about Honokowai park being dangerous due to broken steps/sharp objects sticking out, etc. I know the department has made attempts to make temporary fixes but that was not enough. I must admit that I took this job thinking I would be proud to help serve my community but tend to find myself not wanting to tell people who I work for because I know how they feel and it makes me ashamed! Please help the Westside Community by giving out keiki safe places to play, explore, and let loose!

It really is a hazard since drivers zig-zag up or down the hill to avoid them. As a frequent pedestrians, my wife Christine and I have to avoid tripping over the potholes as well as watching out for the weaving cars. Children face these hazards as well, the school bus drops off elementary students at the bottom of the road and they walk up to their homes.
We request that The County of Maui allocates funds and repairs these dangerous potholes on Hui Road F and restores our neighborhood’s safety.

Hui Road F is by far the worst road on the west side. I have lived at the end of the road at Coconut Inn for 10 years and it has always been terrible. Some residents have attempted to fix the road here and there but the potholes always come right back and worst as soon as it rains. I have had damage to my truck from driving on this road so frequently with it being in such poor condition. Driving at night is very difficult to see some of these potholes.
This road should be fixed just like any other road on Maui and it's a shame it has been in such poor condition for as long as it has been.
I will not be able to attend the meeting on March 30 so I thought I’d write to express my concerns with the condition of Hui Rd F. I think the only solution is to find a group of legislators who are willing to do it. For that reason I want you to know that I have been promoting a group effort to elect the non incumbents at election times whenever possible. If you guys can't do it, maybe the next group can. It may be a harsh and sometimes unfair response, but we live in danger here and are being ignored. Our tax dollars are not being respected and used correctly.
Aloha, I am a long time resident of Wailuku and am an ex tennis player,. I now prefer playing pickleball. (We call it pukaball in Maui) .I usually play at the War Memorial sharing the tennis court spaces at the two upper courts there. Over the last 3 years, Maui has experienced an explosive growth with too few places to play, resulting in long wait times and congestion . This is when I and others from the pickleball community reached out and met with the Parks and Recreation department and Housing and Human Concerns committee to appeal them to have more pickleball courts. As a result of those meetings, I believe that only 2 pickleball courts were added to Kihei Wailpuliani Park . In Central Maui , the most densily populated area of Maui County, there are still no designated pickleball courts. I am requesting that the Maui County Budget, Finance and Economic Development committee assign $ 20,000 to convert the top 2 tennis courts at War Memorial into 6 pickleball courts. The two upper courts there are mostly unused by tennis players. I would also like to reserve the War Memorial Gym for indoor pickleball use if available Mahalo, Ann Pitcaithley , 808 250-2280
I'm writing to request the budget committee allocate $20,000 that would be used to turn the top two tennis courts at War Memorial into six pickleball courts; and install a permanet pickleball net at the middle court at War Memorial where there are pickleball lines painted, but there is no net. These courts are used by pickleball players everyday 7 days a week. There are NEVER tennis players there, so you wouldn't be taking any courts away from tennis players. In fact, a large majority of the pickleball players are x-tennis players. This would still leave 12 tennis courts available to tennis players (2 at War Memorial, 6 at Wells Park and 4 at Kahului Comm. Ctn.). I'm also requesting that you have pickleball lines painted on the floor of the War Memorial gym, and open the gym up for pickleball use. I am a 45 year plus resident of West Maui and currently reside at the top of Hui Rd. , which I travel on daily. I have been advised there is a 3/30/2023 budget hearing requesting input from the community which I am unable to attend due to a schedule conflict.
The condition of Hui Rd. F is unsafe for both pedestrians and vehicles due to the numerous pot holes vehicles try to avoid when dodging parked cars, cars coming from the opposite direction and the many people who walk on the street each day to go to the beach or bus stop since there is a lack of sidewalks for them to use.
Immediate repair is needed to help prevent accidents or pedestrians being injured. I strongly support action being taken ASAP to repair Hui Rd. F. It currently is by far the worst road condition on West Maui.

The state of our road is atrocious. The road is covered in potholes, up and down the entire road too. In order to avoid these many people drive on the opposite side of the road, or in other erratic paths to avoid them. It’s really quite dangerous, especially with the abundance of pedestrian traffic on the road.
Kindly, a few residents will step in fill some with cement or other materials. These attempts are only a short term fix to the issue, lasting a few months tops.
As I understand, the Hui Rd’s are privately owned and their upkeep is the responsibility of the property owners. I can understand this system for times past. But with the population on the road having grown and the large number of visitors that now stay on Hui F, it no longer seems appropriate. At this point many people owning property on our road don’t live on Hui F or even Maui. For absentee owners, this may not be pressing issue, but for permanent residents it has become a dangerous nuisance.
At this point, I strongly feel the county should step in and allocate the appropriate funds and resources to repair our small road. The state of disrepair of Hui Rd F is appalling and traversing the road can be dangerous.

Have you been up there, seen the state of the road? It is really bad! Deep potholes, crumbling verges mean that we all have to drive on the left side of the road (facing east to the mountains).
