Please cap visitor accommodations. It’s the root cause of the shortage and high cost of housing. Enough with the visitor campers on the beach and in our neighborhoods, camping in front of our houses. Enough with the homeless campers on the beach too!
We need to keep our community a “community” and keep our beaches, parks, etc clean and uncrowded for our families.
I support limiting transient accommodations
On Maui for the sake of our over usage of reclamation, roads & bridges, water sources,
And reservation cancellation demands.
I support banning camper vehicles. Tourist often come without accommodations and are left to sleep in their car. Which is against state law. Camper vehicles are exactly the same.
I ask that you would NOT PASS Bill 159 but allow it to return to committee for further review. I think the economic implications of the impact losing all of the tax revenue generated by short term rentals needs to be studied before a decision is made. Also, guests who stay at vacation rentals are more likely to support local businesses versus hotel guests who just stay at a resort and line the pockets of hotel corporations. Please DO NOT pass Bill 159 and invite all stakeholders to the meeting to discuss a solution. Mahalo.
We the people of Hawaii are losing our place in our own home. There is no need to explain this issue. The facts have already been presented. The beaches are no longer a place we can call ours, the rivers are drying up due to global warming and over developing. Our infrastructure is below capacity, long time residents are being pushed out. The "middle class" which is messed up that we even have to scream for existence. Anyway please pass this bill, gotta get back to work.
As a Maui resident, I strongly oppose this bill, PSLU-2(3), because the Grassroots Institute has determined that the lack of affordable housing in Maui County is a result of zoning laws and the lengthy and costly permit process. Out-of-state buyers who have purchased vacation-rental property are not the cause of a lack of affordable housing because the two markets are very different. No one who knows the high cost of maintenance in vacation rental would argue that vacation rentals are appropriate for low-cost housing. The Maui County Council is barking up the wrong tree.
Another reason I oppose this bill is because it will decease the property tax collected, which will result in a deficit in Maui's operating budget. With a lower operating budget, Maui County will be even less prepared and capable of addressing the low-cost housing shortage than it is now. Who will make up this budget deficit? Certainly not the tourists who would have come here and spent their money. They will not be able to stay in the banned rentals. The residents of Maui County will bear the brunt of any budget shortfall in the form of lower services and/or increased taxes. This bill is very bad for Maui’s residents.
The proposed legislation will disproportionately affect the property values of resident owners who occupy their units and owners who already rent their units to long-term tenants. It artificially creates a problem for homeowners' associations that will have more difficulty collecting maintenance fees from owners who thought that they could rely on transient-rental income to pay their bills but will find themselves without an income stream. This bill also restricts accommodations for Maui residents who want to vacation in other parts of Maui County, thus depressing other local economies. Prices will increase and affordability will decrease.
No one should support this irresponsible bill, which is proposed at a time when local businesses and the families that operate them are already struggling with ever increasing inflation. Rising interest rates have already depressed the real-estate market. Moreover, a ban on camper rentals is just one more obstacle to working families in their increasingly difficult task of making ends meet in the state with the highest cost of living. This actually is an attack on the very families that the legislation purports to assist.
This proposed legislation will become fertile ground for litigation by property owners whose rights have been violated. Such action by Maui County amounts to an unconstitutional taking of property with no due process and no compensation. Please, kokua, vote NO on this ill-advised bill.

I support the moratorium entirely. I work on Maui environmental and cultural resource management issues. This action by the council is sorely needed.
