    As a resident of Maui who spends most of my free days enjoying the beautiful open spaces of Baldwin beach park down through Paia Bay I would be so upset to see another 2 acres of land get privately leased for private use. Don’t get me wrong I appreciate what the youth center does for the community but as an adult without children it’s not personally doing anything for me or many other childless residents here. These are the places we make memories, locals and tourists alike, don’t change them please, preserve what we have and don’t give up 2 acres of spaces that hundreds if not thousands enjoy everyday. No more development on the North Shore and no 50 year leases! Especially at the ridiculously low rate of $1 per year, if you’re going to sacrifice so much beautiful, well utilized public space at least let the county make some money on it.
    Thank you for taking the time to read this I deeply deeply hope you take this into serious consideration before agreeing to a 50 year commitment to change Maui‘s north shore Public Beach Access.

    Beach and it’s access are valuable to the public. We don’t need anymore buildings or businesses on our shoreline. Are you not learning from West Maui and the problems they’re having? No buildings or businesses makai of the road the ocean is for everybody!

    The Paia Youth Center is a wonderful resource and offers so many opportunities for our kids and community.

    I appreciate and am thankful for the positive impact PYCC has in our community. That is not the issue.

    The issue is the proposed lease extension and additional public shoreline property being requested.

    The proposed area is very special and the community would like an opportunity to be a part of this decision.

    Issues:

    Original lease was approximately 1 acre and now proposed for over 3 acres, this is significant and use must be justified.

    The needs of the community should come first before private entities are given a shoreline parcel lease for 50 years. Adequate public shoreline parking and park/open space should be a priority.

    Proposal not properly vetted by community.

    Why is the lease being given at such a nominal fee? Our shorelines are very valuable and in need of an incredible amount of care, what is proposal for stewardship of the area?

    How is it justified to lease any shoreline area for private use? Any remaining undeveloped parcels within the SMA and especially all shoreline parcels should be for public use or park and open space only.

    Any proposed lease should include retreat plans for current use of threatened building with timeline/deadline and a condition of revocation of original shoreline area lease when the new building is occupied.

    Lack of site plan for proposed structures, what is proposed use of entire 3 acres? Where is the parking plan/location for facility and public shoreline access parking?

    Shoreline access not delineated at this time, nor public process to determine locations of access pathways nor timeline for implementation.

    Have longtime users of the area including fishermen and those with lineal/family connections to the area been consulted?

    Where is the adequate shoreline access parking? Perhaps a carrying capacity should be established.

    Consistency with Baldwin Beach Masterplan? PYCC is sited on the masterplan map. Why is the County proposing to do a separate lease without consultation with masterplan advisory group or community on the change?

    Proper protections and oversight must be taken to avoid issues like the Montana Beach House fiasco at Kapukaulua.

    Another consideration is that anything that is built on this property is ultimately the County’s responsibility now and into future. In response to SLR and increased flooding in this area, it would be wise to be aware of hazards and siting of all structures and proposed uses. Perhaps this body would consider a waiver of liability and prohibition of any request for shoreline protections from flooding and SLR, etc. for any structures or uses.

    For these many reasons I request deferral on this matter until the greater community can be consulted and a reasonable lease request can be agreed upon.

    Paia and the surrounding shoreline has a special place in my heart. I grew up here during the 80’s, learned to surf here, worked one of my first jobs in high school, and later on as an adult I moved back to Haiku and raised my kids here.
    The Paia Youth Center is a great place and offers so many opportunities for our kids and community. My three kids were members and we had a great time with all the programs, yearly beachfest, skatepark and always volunteered to work on the dune restoration and we continue to be involved with restoration projects in this area.

    I want to be clear, I acknowledge, appreciate and am thankful for the positive impact PYCC has in our community. That is not in dispute.

    I am a long time resident of Upcountry Maui and I can remember what the area was like before the creation of the Paia Youth and Cultural Center. The PYYC provides a place that enourages positive growth for the youth of Maui on many levels. To me one of the most important benefits is that it is a place where youth of all races and economic levels become friends. These friendships often last into adulthood and the benefits of these friendships help continue the aloha spirit of Maui. Especially now when we are facing so many new challenges I believe it is more important than ever that we learn to work together. I understand that some members of the community wish to have a parking lot instead of the PPYC. It seems to me that investing in our youth will bring more benefits to the island of Maui than a few parking spaces. Let us look to the future and invest in our youth.     For decades the Pa'ia Youth & Cultural Center has been serving and providing our keiki in a positive environment for them to grow and learn in. Sports, cooking, counseling, a computer lab, a youth run radio station, health care awareness, positive interactions with peers, and much more! Our children are off the streets and engaged with positive life changing experiences. My 27yr old daughter loved her years at the center, she would have been a latch-key kid if not for them. It enhanced her life beyond words. Let's keep PYCC alive for many generations to come. We need the expansion and extension! It is a true gem of our community that is an example for other communities worldwide.

    Paia Youth and Cultural Center has long been a valuable and important asset to the Maui Community, providing a safe place for youth to gather, share, and learn. Cooking, art, skateboarding, ocean and shore activities, leadership, community participation, and running an excellent, positive, upbeat, wonderful radio program are some of the excellent programs they offer. Please support them in this endeavor, as they give so much to us.

    My husband and I have been residents of Paia for more than 30 years. We have witnessed what Susun has done in developing the Paia Youth Center for the area's kids; something that is truly needed for our youth. We are in total support of their lease being renewed so that the Center can continue to provide safety, support, and encouragement to the area's kids.

    Parks Dept.
    PYCC is a huge asset to the community. In fact the crime and fights that used to happen around that area have gone way down.
    I Rob Hilbun have used that area since 1982 till now and just today walked from the youth center down to baby beach and back.
    The parking along the road between youth center and Baldwin park needs to be opened back up for daytime beach users and if county must then close it at 8 pm for no overnight parking. I also used to use that roadside parking 3 times a week. I go after work and park my truck along the road, then walk up to Kuau where I live and paddle board back down to Baldwin Beach Park, then load my truck. And if I have to park truck inside Beach Park or if it is summer doing sunset float the truck can get locked inside beach park before I get down. So having truck on road helps not to get the truck locked inside park gates. Now back to the Youth Center and accompanying land between there and Baldwin, that needs to be designed for beach access.

    We were fortunate to live in Paia and our children had access to PYCC and all the wonderful offerings of programs and the professional staff. Our children learned how to do a radio broadcast, how to cook an entire meal, how to create a multi-media presentation and how to be responsible and respectful members of their community by participating in Project Venture. PYCC is a top notch youth organization and by expanding their lease they will be able to provide more opportunities for many more of our Maui Keiki.

    Our family of 4 supports wholeheartedly the PYCC agenda that provides adequate facilities for our children. This place is a tremendous resource for children and families of Paia and the whole northshore community. Please support PYCC

    I have known the PYCC mission through their staff for decades. I firmly believe this organization is a positive asset and influence for the young people of the Northshore of Maui. Whatever support you give them returns a good outcome for many, many young people.

    As a teacher at Haiku Elementary, I see a huge positive impact of PYCC in our community. This organization provides countless engaging opportunities for our young people to explore his or her interests with peers and the guidance of supportive staff. The staff is energetic and caring, so any opportunity to expand these offerings to more young community members is a win win.

    My name is Ayana Milkias, I have bean a Youth center member for about six years and am now in the youth internship program on the radio. The youth center has bean like a second home for me, providing me with the tools I need to become who I am today. The youth center should be here for the next generations of Maui youth.

    Hello.
    I fully support the PYCC lease extension and expansion. I own and operate a small business in Paia (for 11 years) and was a founding Board member of the Paia Community Association. The PYCC is a vital part of the North shore /Upcountry communities, and has been a lifeline to many CHILDREN and young adults.

    I cannot think of a better use of the newly acquired parcel than to carve out 2 acres for PYCC’s thoughtful expansion project.

    Myself and family is in full support of the lease extension of PYCC. The PYCC is a pillar in our north shore community and has provided valuable life lessons and a safe haven for the thousands of youth that have been members over the last 28 years.

    I am in full support of the thoughtfully proposed lease extension and expansion for Paia Youth and Cultural Center. PYCC is an integral part of the North Shore community and the benefits for the members are countless.
