Please accept the following two attached documents as my written testimony and supporting material for DRIP-25, Bill 108 (2026):
1. DRIP Committee.pdf — Written testimony concerning the proposed South Maui Community Plan.
2. South Maui Community Plan: An Interpretation of Maui County's Public Record — An independent review of the County's reported implementation of the 1998 Kīhei-Mākena Community Plan, existing development obligations, infrastructure capacity, and proposed future growth.
The supporting report examines the County's own implementation records, including its 2025 report identifying 58 actions under the previous Community Plan: 20 completed, 12 ongoing, 19 in progress, and 7 not begun.
My testimony asks the Committee to use that historical record to establish how Bill 108 will address unfinished obligations, existing infrastructure limitations, approved development, and the need for any additional growth before forwarding its recommendations to the full County Council.
I respectfully request that both attachments be entered into the official DRIP-25 / Bill 108 record in their entirety, distributed to Committee members, and considered together during deliberations.
