    Chair and Members:

The previous testimony makes extremely serious allegations, and I am not here to tell you that every connection, characterization, or conclusion contained in it has been proven.

    It has not.

But I would caution you against making the opposite mistake and dismissing everything that person raised simply because some of the language is uncomfortable or some of the conclusions go beyond the evidence presented.

Look at what is actually documented.

A major American corporation engaged in an extraordinary campaign of harassment against critics, resulting in criminal convictions and a multimillion-dollar civil settlement.

Recent reporting has raised documented questions about outside religious influence upon people holding extraordinarily powerful political positions.

Here on Maui, public records concerning the Maui Ocean Center have raised serious questions about marine-life mortality, collection permits and regulatory enforcement.

And Maui now has a high-ranking police lieutenant facing federal allegations that he accepted money to protect criminal activity and disclosed confidential law-enforcement information.

Those facts do not prove that one organization, billionaire, political family, religious organization, business interest, or political network controls Maui.

    But they prove something simpler:

**The public has every right to ask questions.**

    Titles do not establish integrity.

    Wealth does not establish integrity.

Political office does not establish integrity.

A nonprofit designation does not establish integrity.

Calling something environmental does not establish integrity.

Calling something community-based does not establish integrity.

And government approval does not automatically establish that something serves the public interest.

That lesson is directly relevant to the decisions before you.

When major land-use decisions are being made in South Maui, the public should be able to follow every significant decision from beginning to end.

    Who owns the property?

    Who requested the change?

    Who represents them?

    Who met with government officials?

    What designation was originally recommended?

Who requested that it be changed?

What economic benefit does that change create?

What campaign contributions were lawfully made by interested parties?

What organizations advocated for or against the change?

What public money has been provided to organizations participating in the process?

What conflicts or relationships were disclosed?

    And most importantly:

**What evidence demonstrates that the final decision serves the people of Maui?**

Those questions do not require a conspiracy theory.

    They require transparency.

If there is no improper influence, a complete public record protects everyone involved.

If there is improper influence, a complete public record helps expose it.

Either way, transparency is the answer.

So rather than dismissing citizens who believe Maui government has been compromised, give them the information necessary to test that belief against facts.

    Publish the meetings.

Publish the communications where disclosure is legally permitted.

    Publish the ownership interests.

    Publish the requested parcel changes.

    Publish the recommendations.

Publish the campaign contributions already required to be publicly reported.

    Publish the grants and contracts.

    Publish the conflicts.

    Publish the votes.

And show the public exactly how each major decision in this South Maui Community Plan serves a measurable public purpose.

Do not ask people simply to trust government.

Give them the records necessary to decide for themselves whether that trust has been earned.

That is the part of the previous testimony that should not be ignored.

    Sincerely,

A Frightened Maui Resident residing in Upcountry

    Chair and Members,

When considering the sad state of affairs in South Maui, it's important to understand the field of foreign billionaires, cults and other big money at the peripheral that is pulling the strings of the puppet show:

EBay is the poster child for the horrific phenomenon of "gangstalking" at a time in 2019 when Pierre Omidyar was on the Board of Directors:

The Gabbard family is a direct extension of a low-vibrational hate group that is a well-established cult operating out of Oahu:

The Maui Ocean Center is owned by a foreign national billionaire and was founded by a "Zionist" whose fortune is rooted in apparteid South Africa. The Maui Ocean Center exhibits (NOT THE HOSPITAL) led to the vast majority of otherwise healthy marine life species introduced into the displays in a recent year (2023) perishing by the 100's:

“Many large coral colonies died initially and were discarded at the seawall of the (Mā’alaea) harbor; very depressing. The same fate for fishes; large trash cans full of fishes were put back on the Boston Whaler and dumped at sea. Clearly there was a toxicity issue causing the mass mortality.”

Many of our prominent Kanaka elected leaders are STRONGLY aligned with some of these forces, or at least seem to be very susceptible to some of their improper influence, which has targeted local ecological activists and others with what appears to be a campaign appealing to the lowest of human behaviors - pride and the cessation of open communication,

Please take the time to research these important matters because there are many individuals operating within our community - and especially in South Maui - that appear to be closely aligned with these "dark and nefarious" forces, which have clearly infiltrated the highest echelons of American and local governance, with little miss Tulsi ascending to Director of National Intelligence just before an expensive and unprovoked military action started to unfold in the middle east, a "hot war" that appears to have had its roots in the "aloha culture" and decorum that appears to be extended to everyone, even some of the most dangerous and delusional actors in this history of politics in this occupied nation of exceptional folks.

People need to really pay attention to which local elected officials are strongly aligned with these groups, including our current Mayor, the long haired gentleman and green party candidate from Lahaina, the current (and unelected) Council Member for Kahului, who was previously Ms. Gabbard's legislative lead, and all of the so-called "ecotourism" businesses operating out of Ma'alaea, where it appears that very profound wastewater permit noncompliance has led to catastrophic reef decline in a place that has as much as 75% live coral cover as late as 1995, a phenomenon that some of our most "beloved" organizations - Pacific Whale Foundation, Maui Nui Marine Resource Council, and even DLNR-DAR - seem to be involved in, simply by conducting operations presented as "eco" that are simultaneously discharging into unpermitted wastewater systems.

Maui is compromised at a social level. When "aloha" means letting the dregs of society have an unquestioned seat at the table, while local activists are thrown into the "grinder" of a compromised law enforcement and court system:
    https://mauinow.com/2026/08/06/maui-police-department-lieutenant-charged-with-allegedly-taking-bribes-from-criminals-to-protect-chicken-fighting-and-drug-operations/
    https://www.civilbeat.org/2026/08/high-ranking-maui-cop-accused-of-protecting-cockfights-drug-dealers-for-cash/
    https://alohastatedaily.com/2026/08/10/maui-police-corruption-case-shows-why-hawaii-needs-federal-law-enforcement/

...and with the current federal administration led by a person mentioned in court filings THOUSANDS of times associated with the scariest and worst accounts of minor abuse of all time... sometimes it feels like a world in which "ethics means something different to everyone," where "perception is reality," and whistleblowers who uncover these dynamics are discarded and ostracized in a heartbeat through a group dynamic that can be described only as torture, our community is in dire straights.

Please, everyone, do your research before you vote. These forces play on male fragility, shame intolerance, and basically a return to what can be described as "old testament" values, where the eldest, most powerful and connected grandfathers appear to be beyond reproach, when citizens and marine life are subjected to unchecked and effectively unmonitored pathogens every time we enter the ocean on Maui's north and South shores.

Instead of the $30-40K financial corruption associated with the former Lieutenant Governor, what people should really be paying attention to is a wire transfer of approximately the same scale transmitted from the son of the owner of Member Johnson's district to Jeffrey Epstein himself.

Remember folks, there is only one letter difference between ALOHA and ALPHA, and the difference is night-and-day.

Mahalo nui loa, and may the light of truth prevail!

    A very concerned citizen

The Plan does not adequately address sufficiency of roadway infrastructure once South Kihei Road is lost to climate change. See the attached PDF

Please consider increasing the number of STHR permits to help the 6% of Maui residents. Right now that permit limit is 48. With so many TVR's soon to be disallowed, how about we do 25 in each zone: A1, A2, R1, R2 and R3. This bring the total to 150 and it will allow for continued vacation rentals only now it is in compliance with the rules. This will also be a good idea for the West Maui Community Plan. The STRH rules require the Community Plans to provide the number of possible permits. This is one way to continue to get that sweet TVR tax rate revenue while holding the individual units accountable. Also a show of good faith for the pending legal actions.

Maui’s plan should begin with the people who already live here—not with projections of how many more people, homes, hotels, businesses and developments we can fit onto the island. Determine the sustainable carrying capacity of each community based on water, wastewater, roads, evacuation capacity, housing, schools, healthcare, parks and other public infrastructure; identify what is already deficient; finish the infrastructure promised under previous plans; and only then determine whether additional growth can responsibly occur.

Stop planning backward. Do not approve population and development first and spend the next twenty years trying to make the infrastructure catch up. Establish the infrastructure and resource capacity first, require development to remain within that capacity, and make government prove that yesterday’s commitments were completed before it makes new promises for tomorrow.
