Please consider passing this legislative concept for a Maui Meadows Community Facilities District that accomplishes many goals in one bill:
1. Phases out the largest cluster of cesspools in South Maui by connecting residents to the Kīhei Wastewater Reclamation Facility;
2. Reduces injection well discharges by routing R-1 reuse water back to Maui Meadows to support an irrigation reuse greenbelt firebreak, a model I developed over 3.5+ years leading the Ma'alaea Regional Wastewater Reclamation System development effort;
3. Protects one of South Maui's most vulnerable neighborhoods from mauka-advancing wildfire risks; and
4. Explicitly removes the petition requirement for Council-initiated CFD ordinances, an almost insurmountable barrier for any CFD to advance when so many residences are owned by off-island investors with less interest in community resilience than locals.
This ordinance was developed in close coordination with leaders of the Kīhei Community Association, and has feedback incorporated from South Maui Council Member Thomas Cook and his team.
This project would comprise the first and arguably most essential element of my vision for a military-grade "fortification" along the entire length of South Maui, with no breaches, to significantly reduce the probability of another wildfire tragedy in our small, diverse and beautiful community.
Please consider incorporating language into the South Maui Community Plan that paves the way for this innovation, and also, introducing the bill.
