Chair and Members,
My name is Taylor Friesen. I am a Maui County firefighter with 4 years of service and I live in Haiku. I am writing in support of Bills 89, 90 and 91.
The nearest stations to Ha'iku today are Pa'ia, about six miles out, and Makawao, about eight. I work at the Makawao fire station and I know all too well how long it takes to respond to Ha’iku. It is extremely unsettling to know the response time to reach so many residents of Ha’iku including my family.
These three bills do not build anything and they do not settle anything. They change the land use designations on the portion of the parcel the County bought in 2007, so that a fire station is a permitted use there.
I respectfully ask the Committee to recommend passage of Bills 89, 90 and 91.

County populations are growing. Haiku community has grown over 20% in 20 years. Our first responders are a resource that we should never attempt to spread thin until they reach a breaking point. On top of that consideration, the community should not be left underserved due to staffing shortages and extended response times. This haiku station has been contested and put on the back burner for the better part of two decades and in the mean time, the residents are the ones who pay and the first responders are the ones who stretch their capabilities to make up for the gaps left by the bureaucratic bottleneck. There are many places around Maui that need better first responder protection. The benefits of this location were designated long ago. From the time a property is designated, purchased and built in Maui is “Crazy” definitely more than 10 years. Now is the time to do what is right and just for the residents in Ha’iku. This letter comes to you to reinforce support for the future Haiku Fire Station.
As a 14-year veteran of the Maui Fire department and one who served half of my career at Paia Station, I can speak on to the importance of this expansion.
This area of Maui has seen substantial growth over the past years and response volume with it.
With response times as long as 45 minutes to the edge of district 2 at Honomanu, they're clearly needs to be another presence in between.
When Engine 2 (Paia) is tied up on another response, whether it be a mountain rescue, brush fire, or medical call deep in the bushes, a lot of the time Engine 14 out of Wailea or Engine 5 out of Makawao will have to cover Paia/Haiku district or be ready to respond and be pulled away from their already taxing responsibilities.
Please do everything in your power to make Haiku Fire Station a reality, ASAP as we know it will take time to come to fruition as is.
I respectfully ask the committee to recommend passage of bills 89, 90, and 91.
