I testify in opposition to Resolution 26-95 as currently drafted. Ethics boards function best when they remain independent of the appointing authority they are meant to oversee. Removing the waiting period between terms — allowing the Mayor to reappoint a Board of Ethics member immediately, with Council approval — weakens exactly the kind of structural independence that prevents long-term familiarity or influence from compromising ethics oversight. If continuity of expertise is the goal, I would support a narrower fix, such as allowing reappointment only after a defined cooling-off period rather than eliminating it. I ask the Committee to either file this resolution or amend it to preserve a waiting period.
