    ### Resolution 25-215 — Sunshine Law Notice Modernization

    Aloha Chair Batangan and Members of the Committee,

    I testify in support of Resolution 25-215. Replacing the outdated newspaper-publication requirement with notice standards that actually align with how the public receives information today is overdue. People do not learn about County meetings from print classifieds anymore — they learn from mauicounty.us, social media, and community media outlets like ʻŌlelo and Akakū. Updating "public hearing" to "public meeting" simply brings the Charter's language into alignment with the Hawaiʻi Sunshine Law, HRS Chapter 92, which already governs how these meetings must be noticed and conducted. I ask the Committee to advance this resolution.

    ### Resolution 25-216 — Standardizing Voter Initiative, Recall, and Charter Amendment Deadlines
    **Position: SUPPORT**

    Aloha Chair Batangan and Members of the Committee,

    I testify in support of Resolution 25-216. Standardizing the County Clerk's processing deadlines for voter initiative, recall, and charter amendment petitions reduces confusion for residents trying to exercise these rights. When deadlines differ across processes without clear reason, it creates barriers for ordinary beneficiaries trying to participate in self-governance — exactly the opposite of what civic engagement should look like. I ask the Committee to advance this resolution.
