    I support reducing government energy consumption and improving efficiency in County facilities. However, before this Committee discusses expanding the County's energy performance contract with Johnson Controls through a proposed Phase 3, taxpayers deserve a complete accounting of the results achieved to date.
    Government frequently presents contracts based on projected savings, estimated returns, and future efficiencies. Years later, residents are often left wondering whether those projections ever became reality.
    This Committee should not be discussing expansion before first answering several basic questions:
    How much has Maui County spent under this contract?
    How much has Maui County borrowed or financed?
    How much interest has been paid?
    How much energy has actually been saved?
    How much money has actually been saved?
    And most importantly, are Maui taxpayers financially better off today because of this contract?
    Residents are constantly told there is not enough money for road repairs, wastewater improvements, parks maintenance, public safety needs, disaster preparedness, and other essential services.
    If millions of taxpayer dollars have been invested into this energy program, the public deserves a simple report card showing promised savings versus actual results.
    Before Phase 3 moves forward, I respectfully request that the Administration provide a public accounting of:
    • Original contract amount
    • Total contract amount after amendments
    • Total expenditures
    • Total financing costs
    • Projected savings
    • Verified savings
    • Remaining obligations
    • Expected return on investment
    Can anyone from the Administration tell Maui taxpayers, in one number, exactly how much money this contract has saved after all costs, financing, and obligations have been included?"

    Government should not operate on promises. It should operate on measurable results.
