I respectfully submit the attached materials as an example of a philanthropic model that could help advance the universal municipal wastewater disinfection vision of Bill 52 / Ordinance 5592 by accelerating treatment improvement projects through voluntary charitable support. The attachment illustrates one possible structure for municipal disinfection philanthropy that could help the County reach 100% R-1 to achieve stringent disinfection standards for municipal injection well discharges in South Maui by funding DEM project CBS-5521 sooner, while reducing financial burden on ratepayers, which could offset some of the projected revenue losses of Bill 9.
