Aloha, I am submitting attached written testimony in opposition to Bill 10 (2026). In short, this bill uses one-time General Fund carryover/savings to pay for ongoing software subscriptions and cybersecurity costs, which obscures the true recurring cost of County operations and creates future budget pressure.
