This MOU establishes a strategic partnership for deployment of **12 Stones Global enterprise software platform** to automate $1.6B CDBG-DR compliance, HCE fine revenue tracking ($2.5M projected), and disaster recovery administration for Program Year 2026.

**12 Stones Global shall deliver**:
1. **GIS Parcel Management**: TMK burn zone + hazard area integration (mauicounty.gov GIS)
2. **Applicant Processing Portal**: 140% AMI household qualification (Ho'okumu Hou compliance)
3. **Revenue Tracking System**: HCE fines → recovery fund auto-allocation
4. **HUD Compliance Dashboards**: Real-time 24 CFR §570.201(o) reporting
5. **Implementation Timeline**: 90 days from Bill 4 funding approval
