    Aloha e GREAT Committee,

    I am writing in my personal capacity in strong support of Mr. Davison's nomination to the Salary Commission. I've known Mr. Davison for 4+ years now through church. During this time, I have witnessed his dedication to serving others with integrity and commitment. I know him to be of exceptional character and honesty, as well as kind and amiable. Moreover, I've seen him consistently go above and beyond what is required of him, taking each responsibility seriously. Whether it’s in his professional work, community involvement, or personal life, he demonstrates a strong work ethic and a sincere desire to make a positive impact. I am confident that Mr. Davison would serve Maui County with the same level of integrity, dedication, and excellence on the Salary Commission as he demonstrates in other areas of his life.

    Dear Chair U’u-Hodgins, Vice Chair Paltin, and Members:

    I write in support of Resolution 25-133, relating to Mayor Richard Bissen’s nomination
    of Kelly Shane Davison to serve as a member of the Salary Commission of the County of Maui.
    My name is Jared Sam, a constituent from Kahului. Although I serve as Chair of the
    Maui County Committee of the Democratic Party of Hawaiʻi and as an executive assistant within
    the legislative branch, I submit this testimony strictly in my personal capacity—as a resident,
    community member, and someone who has had the privilege of knowing and working alongside
    Mr. Davison. This testimony does not reflect an official position in either of my roles.

    I have had the privilege of knowing Kelly Davison for over seven years, beginning with
    our shared volunteer roles in high school youth ministry. Over time, Kelly has become both a
    mentor and a role model not only to me but many within our faith community. I have
    consistently observed his humility, integrity, and deep care for people—traits that are reflected in
    every aspect of his leadership.

    Kelly’s qualifications are extensive and distinguished. He recently concluded a 24-year
    military career, retiring as a Major in the United States Army where he served as a Military
    Intelligence Officer. His leadership roles across numerous commands—including Fort Shafter
    and global assignments—speak to his strategic capacity and steadfast commitment to service.
    In the private sector, Kelly serves as the Senior Executive Vice President of Exertus
    Financial Partners, where he leads the Maui office and manages operations across 12 states. His
    mentorship of over 200 financial agents demonstrates his dedication to empowering others,
    cultivating leadership, and building systems that serve both people and purpose.

    Beyond his professional achievements, Kelly has been a tireless contributor to the Maui
    community and beyond through his involvement with King’s Cathedral and Chapels. His leadership in building ministries, running business and leadership seminars, and supporting
    global administrative transformation reflects his passion for people and his ability to turn vision
    into action.

    Kelly is deeply rooted in Maui. He is a devoted husband and father, and someone who
    exemplifies servant leadership. As a Maui resident and young professional, if appointed, I
    believe that Kelly will serve the people of Maui County with distinction.

    Thank you for the opportunity to testify in support of Resolution 25-133 approving the
    appointment of Kelly Shane Davison to the Salary Commission of the County of Maui.

    Aloha,

    I am writing in strong support of Kelly Davison’s appointment to the Maui County Salary Commission. I have had the opportunity to work with Kelly in both volunteer and professional capacities, and I can confidently say he is a person of integrity, thoughtfulness, and deep commitment to community service.

    As someone with extensive experience serving on various boards and commissions—and currently serving in multiple capacities—I have a clear understanding of what is required of someone in this role. The Salary Commission requires individuals who are not only discerning and fair-minded, but also able to balance complex financial considerations with the human impact of public service compensation. Kelly is exactly that kind of person.

    In every context I’ve worked with him, Kelly has demonstrated the ability to listen carefully, engage respectfully, and contribute meaningfully to discussions that require both logic and empathy. His professionalism, attention to detail, and collaborative approach make him exceptionally well-suited for this appointment.

    I believe Kelly Davison would be a tremendous asset to the Salary Commission, and I strongly urge the Council to confirm his appointment.
