    Testimony of Donna Waters, 200 Alanuilili Place, Kula

    Alanuilili Place is in the fire zone of the August 2023 wildfire. 3 of the 15 houses

    on our road burned to the ground.

    During the ensuing months our 1 lane road was severely damaged in the debris removal

    process by U.S. Army Core of Engineers & FEMA . In addition to their

    heavy equipment; cranes, bulldozers, and dumpsters there were dozens of government

    vehicles up and down this road daily.Our 1 lane dead end road is not designed to

    handle the weight of all this. As a result of extraordinary weight load our road is

    cracked, there are numerous potholes . We have tried to patch the holes at our own expense.

    On behalf of the residents of our road I am asking that the road be repaired and

    restored to a usable condition.

    I have pursued numerous departments to find the responsible party only to be met with

    dead ends. I have contacted Fema, Army Core of Engineers, Mayors office,

    Governors Office, County Council Representatives, Dept of Public Works, Corporation

    counsel, Office of the County Clerk and the county’s insurance carrier John Mullen.

    Please assist us so that we can close this chapter. Aoha,Donna Waters
