We are sending this email to offer our support for Resolution No. 25-86 which allows for the dedication of the collector roads within the Kehalani subdivision to the County. Our family have been residents in the Kehalani subdivision for over twenty years. When we first bought our home, we were under the impression that these roads would be dedicated to the County in the near future, similar to other residential neighborhoods on the island.
Now that all of the lots within the subdivision have essentially been developed, with the last residential neighborhood just starting its development, the roads should be dedicated.
If the roads are not dedicated, this will place a sizable financial burden in the form of special assessments and HOA monthly fees on all of the residents, the vast majority of whom are working class families, including many County and State workers. This ultimately will push the prices of these homes up, further exacerbating the housing challenge for local residents. We do not believe that the Kehalani Association has created reserves for the future maintenance/repair of these roads.

I am Pamela S. Norris, a resident owner at 14 Kumulipo Pl, Wailuku, HI 96793 and a Kehalani Community Association Homeowner. I am submitting my testimony in support of
Resolution No. 25-86 which will be heard on Monday, May 12, 2025.
I am in support of the dedication of the primary collector roadways to Maui County. I am in agreement that the dedication of the roadways will mean that the maintenance costs related to the roads will be borne by the County and not the members of the Kehalani Community Association.
