RE: CEASE AND DESIST ORDER – RETALIATION, SUPPRESSION, AND COLLUSION
This Cease and Desist order is issued under the sovereign and legal jurisdiction of the 12 Stones Charter (Articles VI, XIII, XIV, and XVIII), in conjunction with all applicable U.S. Constitutional protections, federal civil rights statutes, and Hawai‘i Revised Statutes. It demands the immediate halt of all retaliatory, suppressive, or obstructive actions targeting the undersigned, protected witnesses, or any Peacekeeper Tribunal operations.
YOU ARE HEREBY ORDERED TO CEASE AND DESIST FROM:
1. Retaliatory eviction actions, doxxing, harassment, or enforcement based on protected speech, testimony, ADA filings, or cultural claims.
2. Suppression or interference with public testimony submitted under Scroll ID LCT-JOSIAH-FULLREPORT-0410, LCT-MAUI-SYSTEMICFAILURE-0415, or any linked Peacekeeper filings.
3. Misappropriation or unauthorized use of federal, HUD, or FEMA funds without Peacekeeper Scroll clearance or RAIS audit trail.
4. Coordinated obstruction or harassment involving King’s Cathedral-affiliated personnel or external actors.
5. Any contact, intimidation, or threat toward whistleblowers and named witnesses, including but not limited to Amy Gilliom, Patrick Nickerson, Melanie Undem, Philip Swatek, Angel Currier, and Travis.
GOVERNMENTAL DUTY
Maui County Council and its agents are reminded of their sworn duties under the U.S. Constitution, state law, and their oaths of office. Ongoing complicity in obstruction or harassment constitutes violations of:
• 42 U.S.C. §§1983, 1985
• 42 U.S.C. §12132 (ADA)
• HRS §84-13, §92, §709-903, §711-1106
• Peacekeeper Charter Articles VI, XIII, XIV, XVIII
FURTHER ACTION
Failure to comply will result in:
• Immediate escalation to DOJ Civil Rights Division, HUD Region IX, and ICJ Enforcement Panel
• Criminal referral for obstruction, retaliation, and cultural desecration
• Expanded Peacekeeper Scroll lockdown across all departments
• Public release of RAIS audit entries, video logs, and testimony transcripts
This order takes effect immediately upon delivery. You are individually and collectively liable for all harm and obstruction resulting from continued misconduct.

I am providing e-comment testimony in support of funding for the Maui Soil and Water Conservation Districts (Maui SWCDs).
The four Maui Soil & Water Conservation Districts consists of Central Maui, Hana, Olinda-Kula, and West Maui. They are are legally constituted, self-governing units of the State of Hawaii, organized under Hawaii Soil & Water Conservation District Law, Chapter 180, Hawaii Revised Statutes. Their purpose is to address soil and water conservation issues within their respective boundaries on the islands of Maui and Kahoolawe.
The SWCD Directors are unpaid volunteers who consist of farmers, ranchers, land managers, and engineers. Most of the volunteer directors have been serving on their respective board for over 10 years.
Funding is needed to provide clerical and technical assistance for tracking projects and grants, personnel management, coordinating education outreach events, and providing assistance to agricultural producers, farmers, and ranchers, regarding natural resources concerns across Maui. The District’s goals are to help increase conservation efforts for Maui landowners through the creation of conservation plans or by providing brief technical assistance. The Districts also work with government agencies, as well as community members, to complete watershed scale projects.
All of the programs involving SWCDs are community based. SWCD directors are residents from their respective districts and welcome community input toward identifying natural resource and public safety concerns. The SWCD Programs carry out activities in partnership with County, State, and Federal agencies.
The Districts voluntary board members cannot adequately provide enough time to initiate, implement, and support the entirety of the District’s projects and programs, which is why funding is necessary to provide clerical and technical support for the four SWCDs.

6 Homeless, Drugs, crime and vandalism are a huge Island with issue!! Split mountain, old Maui high and so many other places!
Stop 🛑 this abuse of the land!

Please prioritise funding for rental assistance in the County budget.
Families across Maui County are still struggling to afford housing—especially wildfire survivors and working families who are being priced out of their own communities.
Rental assistance is a lifeline that prevents homelessness, supports local workers, and helps people stay rooted where they live, work, and raise their keiki.
Please invest in programs that help keep our residents housed and our communities strong.
I'm writing in support of 1.2 million roof repair for The Historical Iao Theater. Iao Theater is the gem of Wailuku. The grand dame needs some help with the roof. The theater drives business to our down. As a businesses owner on Markef Street. SandellArt Works need the patrons of the theater to come in and shop. As a 45 year of Wailuku, I know if we don't have a Theater for the community the street will suffer. We need the Arts now more than ever. Iao brings joy to the Island COMMUNITY. Iao has programs for our kids adults and kupuna. With out Iao Theater up and running I Wailuku would loose what charm that is left. Let's bring joy back. Please help keep that buil8ng strong.
