    Aloha WASSUP Committee ,
    Let me explain what I am opposed to and have way too many questions about The ECOnorthwest RFP:
    The title for RFP started as "A Homeless Strategic Plan" then the final Report done December 2024 is titled "Recommendations to address Homelessness in Maui County" $240k originally for a Plan and we ended up getting Reccomendations?
    The timeline is questionable in my eyes.
    Started process in 2022
    fires happened Aug 2023, adjusted the scope to have:
    more direct engagements especially with fire survivors
    to eliminate analysis of funding source and uses. Why, after the fire until today so much money got infused into Lahaina well over $3.5 Billion dollars. This "Project Team" deemed these funding source not important to analyze and track the use?
    June 2024-10 months after fire started the direct engagements started. Why wait so long?
    Fire happens billions of dollars come pouring in to Lahaina then the Direct engagements with people who were paid $75 each starts.
    Pg.13 In shelters Jan 2024 there were 5,245 displaced homeless people. If Iʻm deciphering the tables right.
    Pg.3 shows 6 Focus groups in June 2024/# Focus groups in Oct with a total of 79 people directly engaged with at $75 paid out to each.
    79 out of 5,245 people? Really?
    Pg.4 table says 3 Workshops in June 2024/2 workshops in Oct 2024. 56 total organizations participated and many are the same entity in this count.
    This report states that Maui County homelessness support system not in a state to do a concensus Strategic Plan. Why?
    This Project Team could have helped get this County THERE. Iʻd like to know how and what are the hindrances.
    Housing Insecurity is the Real Time NOW issue. The report mentions create stabilized housing, alternative housing methods, look to other states/counties for answers (San Mateo, CA./Ore./WASH),incentivize/invest in multi units/innovative housing,etc.
    Tenant Protection Laws, reintegration with continuum of care of a person.
    This has good points made but to have spent $240k on talk is not the best bang for our buck is my point.
