Aloha,
My name is Kainoa MacDonald, I am a Secretary/Director for The Association of Hawaiians for Homestead Lands (AHHL) founded in 2008, is a national Homestead Beneficiary Association (HBA) registered under 43 CFR Part 48.6 with the U.S. Department of Interior. This 9 member board of directors serves the interests and provision of services to native Hawaiian citizens defined in the Hawaii Constitution and the Hawaiian Homes Commission Act of 1920 (HHCA). Our mission is dedicated to Ending the Hawaiian Home Lands Waiting List, by pursuing reforms and delivering services that create success for native Hawaiians to homestead and build mercantile businesses. Currently there are more than 29,000 of our people that languish on a State government Waitlist to receive a homestead lot award.
1) Support the approval Dr. Jonathan Scheuer to the East Maui Regional Community Board expiring on March 2030
We support Jonathan Likeke Scheuer to serve on the inaugural East Maui Water Authority panel for three reasons, as follows:
Likeke holds a Ph.D. in Hawai‘i water issues.
He is the longtime water consultant to the state Department of Hawaiian Home Lands.
He clearly has demonstrated continuous and consistent support of, and advocacy for, the water rights of the native Hawaiian beneficiaries of the 1921 Hawaiian Homes Commission Act federal trust.
It is imperative to follow the Water Law as defined in section 174C-3. You must prioritize the needs of the traditional farmers, kuleana land owners as well as beneficiaries under the Hawaiian Homes Commission Act of 1921 over private, commercial, and foreign interests.
The AHHL together with HHCA beneficiaries place their trust in a local board that includes a representative advocating for their interests, as opposed to relying on a Canadian pension fund for decision-making.

My name is Carol Lee Kamekona and I am testifying on my own behalf as an individual and beneficiary of the Hawaiian Homes Commission Act of 1920.
Since 2012 Dr Scheuer has assisted the Department of Hawaiian Home Lands in the development, adoption, and implementation of the Hawaiian Homes Commission’s Water Policy Plan. He is coauthor of the 2021 book Water and Power in West Maui, and has numerous published essays on public policy issues. Dr Jonathan Likeke Scheuer is a boots on the ground advocate for many issues affecting us….the Kanaka Oʻiwi. Testifying in front of BLNR, the water commission and several County Council meetings, he has been a proponent for traditional and customary Native hawaiian rights.
For these reasons I believe Dr Scheuer is the most qualified to represent us, the beneficiaries of this Trust as the East maui Community water authority as they maneuver through the establishment of policies and procedures of this board to protect our Public Trust … our wai for the benefit of our people.
