The proposed amendments prioritize developer convenience and profitability over the commitments made to the community. These changes reduce affordable housing obligations, shift infrastructure costs, and dilute the transparency and enforceability of public benefits. Rather than approving these amendments, the county should hold the developer accountable for the original terms, ensuring the project delivers on its promises to the community in full.
Our community urgently needs affordable housing—not luxury homes for millionaires. I respectfully ask you to reject the amendment to Bill 171 and ensure that at least 450 affordable units remain a requirement in the project area for this development.
For the sake of our children and grandchildren, we deserve developers who honor their commitments and contribute meaningfully to our community’s infrastructure. Please oppose the amendment to Bill 172 and preserve the language requiring a donation toward the South Maui Community Park. Additionally, the amount should be updated to $7.5 million to account for inflation.
It is also critical to hold these developers accountable for their promise to widen Piʻilani Highway. Approval for this project was granted based on commitments, including to:
Build 700 affordable housing units,
Improve infrastructure through widening the highway, and
Contribute to playing fields at the community park.
We cannot allow these conditions to be watered down or removed. Our island is too precious to be handed over to developers without ensuring they deliver on their promises. Stand firm in holding them accountable and be on the right side of history.
There were clear promises made by the developer to get the project approved in 2008.
Hence
Please reject Bill 171 amendment, and make it clear that at least 450 affordable units shall be required as promised by the developer in 2008 when the project was approved, This was a major reason the project was approved narrowly in 2008..
Please reject the amendment to Zoning #2 which would remove the developer from being responsible for widening Piilani Highway to 4 lanes between Kilohana Drive and Wailea Ike Drive. This was promised 16 years ago by the developer.
Please oppose this amendment to Bill 172 where the developer wants to change the donation to a non profit.. and keep the language requiring a donation toward the South Maui Community Park, and update the amount to $7.5 million to account for inflation from when it was required to have been made. .
Please also make it clear where water is coming from tor the new project. We have already been asked in Kihei to cut water use by 10%

Please oppose this amendment to Bill 172 and keep the language requiring a donation toward the South Maui Community Park, and update the amount to $7.5 million to account for inflation.
I also want to see that the "promise" the developer made about providing the four lane highway comes to fruition BEFORE any approvals of any development are made.
Additional comments, What about water??? NO MORE BUILDING until water issues are addressed.
We do not need any more Luxury Homes...the least the developer can do is provide 450 affordable units.
Not only does the four lanes need to be provided as listed in conditional of zoning #2, the entire highway is a cluster and needs to be addressed. Let's not wait until there is a major fire in Kihei and evacuation becomes a nightmare.
