    Public Works Commission- Reso 24-41
My background in community advocacy, business management, and public safety makes me a well-rounded candidate for the Public Works Commission. My advocacy work for alternative transportation methods aligns with the commission's goal of advising on traffic safety and promoting a safe transportation infrastructure for all users.
My experience in managing "Ride Smart Maui" demonstrates my ability to handle operational and marketing aspects, which is valuable for advising on subdivision engineering standards and specifications. Additionally, my extensive background in aviation and law enforcement provides a unique perspective that can contribute to reviewing existing county operations and policies to improve efficiency and service to the public.

I am writing to strongly recommend that the committee appoint Brian Ward to the Maui County Planning Commission. Brian is a tireless advocate for the health and wellbeing of the residents of and visitors to Maui. I am particularly impressed by Brian’s active participation and leadership of the South Maui Community Plan Advisory Committee and his ongoing involvement in the implementation of CPAC’s recommendations, including the water monitoring and initiation of the workforce survey. Brian is thoughtful and has the interests of the entire community in his community work.

Brian has also been a valuable Board member of the Wailea Community Association as is the past president of the Kai Malu at Wailea AOAO. His work on the board on behalf of the members of the association was crucial in successfully resolving several issues that the AOAO faced. Maui County would be lucky to have Brian Ward continue his stewardship of our magic island as a member of the Planning Commission.

I strongly support the appointment of Brian Ward to to the Maui Planning Commissionn. Below is an extensive list of the community involvement Brian has been part of.
1). South Maui Community Plan Advisory Committee(CPAC) Oct 2022-Nov 2023. Attended 40/42 meetings over 12 months, introducing 25+ policies/actions ex:implementation/ expansion of recycling, community parks, water quality monitoring/beach/reef restoration, fire prevention/ evacuation programs, illegal short-term rentals, process for cultural advisor engagement/ documentation of results, innovative water capture/reuse techniques, address critical roadways & expansion of R1 lines for sustainability today and engaging the wider community for a mauka to makai approach for complete/respectful/balanced/responsible solutions.
I am the only candidate who served on CPAC, 1 other candidate joined approximately 3-4 weeks prior to CPAC’s approval of the South Maui Community Plan ie: participated during final edit. The Maui Planning Commission is the next body to review/update the proposed community plan.
2). Currently serving 3rd year on Wailea Community Association’s Board
    3). Served 4 yrs on Kai Malu’s Board/President last 3 yrs
4). Volunteer for Maui Rapid Response (supporting individuals impacted by the wildfires)
5). Initiated and implemented as Feb 14, 2024 a water quality monitoring program for the greater Wailea areas beaches (testing was stopped in 2018). Strategy longterm is to incorporate reef monitoring/restoration program - tentatively scheduled early 2025

Aloha Chair and Ethics Committee team members: I'm writing you this email to convey my strong support for Brian Ward's nomination. Having lived on Oahu and also graduated from UH Manoa, and now owning a home here on Maui since 2003 (over 20 years now), it's been a pleasure to know and talk with Brian about his passions for the community, willingness to listen and learn and more importantly building consensus and collaboration with local citizens while really addressing the short, medium and long term challenges we face as full-time residents.

I feel it's mission critical that we include people like Brian Ward on these types of volunteer committees, as they truly help represent the 'average citizen' without any type of election bias or big business influences. Brian really is a visionary and really offers a true passion for the community in a way that I have NOT seen from many officials frankly.

Brian's volunteer support on many Maui planning councils and HOA's speak volumes to his insights and commitment to our community. Brian has my strong support and I urge you to bring him on board to support your committee.

Aloha to the Great Committee of Maui,

I'm Pluma, a full time resident of Wailea, Hawaii for the past 8 years with deep ties to the island of Maui since my childhood in the 70's. I care very much about this land, the people and my home, as well as the future of Maui within a greater context of Hawaii's overall wellbeing.

I'm writing on behalf of my neighbor and community leader, Brain Ward who recently shared that he is being considered for the MPC role. I have known Brian for 7 years and witnessed, first hand, his exemplary leadership in the many roles he has held during his time in community service.

He carried our community as Board President in Kai Malu at Wailea with confidence, compassion and clear communications through a very complex period. After and during his service on many committees Brain was elected president just as Sars-CoV-2 was severely impacting our lives with greater logistics, emotions and constantly changing governmental recommendations than ever.

Additionally, we at Kai Malu were undergoing an arduous water/ pipe retrofit throughout our entire community that required an enormous amount of his time, skills and devotion to carry through to the finish line; which he did with flying colors. I loved how passionate he was on our landscaping committee and generally visible and available to all of us without fail for any of our needs.

I know too that since he has served as a WCA board Director, his charisma and level headed approach to things has been hugely beneficial to our association and the greater Wailea community at large. So much is changing and Brian does not back down from tackling the most challenging of issues we collectively face. He is a lead on the water quality monitoring (so important), fire prevention reviews, reef restoration and so much more.

Just last year alone he attended more than 40 in person meetings... and seems to do it with an ease and grace that every leader should carry themselves with from simple conversations to highly confrontational topics.

I would love to see Brian Ward's leadership continue in this new role which will no doubt benefit us all in unimaginable ways.

Mahalo nui for your time and consideration,

    respectfully,
    P l u m a
