    Aloha Council members, I am following up on my verbal testimony today regarding resolution to Developing a Comprehensive Recovery ad Resiliency in Response to Maui's tragic Wildfires of August 2023. As I stated, my wife and I lost our home in Lahaina in the fire. She has family in Maui County going back generations. I am a sustainable designer / builder and developer of over 40 yrs experience. I was also the Program Manager for the North Bay Community Resilience Initiative by the "Clean Coalition" after the Northern California fires of 2017-2019. As such, we developed plans for resilience through utilization of Solar + energy storage + bidirectional EV technologies, decarbonizing while also developing nanogrids and microgrids for home, business, and community resilience. As such I am offering my services to the County Council in a pro-bono capacity as a subject matter expert in the areas mentioned above.
    My Wife and I are now forced to be living in California and have no Maui housing support, as we were not living full time in Maui. As such, we do not qualify for FEMA or other housing assistance. Unfortunately, there has never been a time when I need to be there more than now to help the rebuilding process for the communities and town of Lahaina. I am committed to travelling to Maui as much as possible and as needed to help in any and every way I can.     The committees will need to either let the Department of Recovery take the lead or ensure that the County Committee and Department of Recovery aren't duplicating efforts.
    The House Working Groups just finished briefing their findings and draft recommendations. The final reports are due mid-December. From their reports, legislation will be submitted at the 2024 Legislative Session.
    As you can see, there are three efforts in motion with similar directions.
    May be best to file this one.
