Disabled parking violations are one thing. But to empower citizens to give parking violations cart Blanche will be an administrative headache, let alone a liability issue. If this were to pass I’d hope to see certain parameters that prevent targeted enforcement, legal inviolability and strict administrative regulation. This would be a first of its kind in the United States as no other state offers such a program outside disabled enforcement. Hawaii is the only state in the nation that devolves police powers to the counties and not the state. A better solution would be to open a program within the police department with sworn officers whose mission is parking enforcement or look at concentrating police powers on a state level. Not certain police powered individuals set on a mission to curtail parking violations most certainty along the Hana highway. Due process also needs to be afforded to violators as ticket givers would need to be available for court hearings.
