    Aloha Chair Sinenci and Committee Members,
    Mahalo to this council, as you can tell this is a passionate matter, this is about our water, precious resources.
    My Ohana strongly recommends the appointment of Harry Aukai Hueu Jr. to represent the Ke‘anae kalo farming community and license area, he is a subsistence and commercial kalo farmer, with experience and an understanding of the mauka lands, and irrigation systems. Aukai Hueu has exhibited kuleana throughout Keanae Lowlands as he works extremely hard to maintain generational taro fields, and the ‘auwai system.
    Someone who holds the seat for license areas to me, must execute kuleana, they must understand kuleana within their region and work hard to be a strong community member.
    We also support Jerome Kekiwi or Bush Martin to represent the Wailua Nui taro farmers. 
    I wanted to voice my concern that the mayor’s appointment for the “applicable community plan area” of Honomanu does not live in the Hana Community Plan area as required by the enabling Maui County Charter approved by the voters. I was informed he lives in Makawao.
    I heard at some point in the last meeting that the requirements for the Mayor’s appointments are different than those of the Council and, that the mayor is not required to appoint one person from each of the lease areas.
    Those statements do not appear to be accurate or in agreement with the enabling Maui County Charter Section 8-19.2 about Regional Community Boards. Please discuss and resolve this dilemma which puts the legality and credibility of the new East Maui Regional Community Board at risk and would undermine the legal authority of Maui County to acquire the Nahiku, Ke‘anae, Honomanu, and Huelo license areas. 
    Please discuss these issues publicly, these concerns can be addressed and correctly with efficiency.
    I’ve testified in majority of East Maui Water Authority hearings prior when this regional community board was being designed & to my knowledge our work and testimonies made clear we need a community board and not a corporate board. Anyone who has worked for Monsanto or Mahi Pono are members of Maui’s corporate community not our small farming community.
    Mahalo for your time council members, can I also just say mahalo to those small farmers who are in the chambers, who travelled from the back-lands to be there, I hope their time is spent respectfully, as we know wasted time for our country guys does not sit easy.
    We need indigenous small farmer representation, not a board of commercial ag managers that have already been at the helm and partially responsible for all of the water resource mismanagement that this board is called to remedy.
    The recent DHHL director recommendation for Dwight Burns was very interesting, as far as the timing, with no beneficiary consultation, why remove the recommendation of water expert Jonathan, if you put both Jonathan and Dwight side-by-side, and understanding of our water system is Johnathan.
    To clarify Council members, Keanae & Wailuanui are different Ahupua’a, they are not the same, the State recognizes Wailuanui in the Keanae License Area. Keanae peninsula has the capacity to open over 100 taro patches, Wailuanui has the capacity to open over 200 taro patches, they are different Ahupua’a, with the same lineal descendants. So its up to this body to specify roles for Ke’anae & Wailuanui, will you keep 1 representative for the entire Keanae License Area, or will you dissect kuleana to represent both Ahupua’a, meaning two members, one from Keanae and one from Wailuanui.
    Let us remember Canada currently manages our waters, but this council has the historic opportunity to remove corporate control. Canada can up our water rates tmrw leaving the county and our citizens scrounging for $.
    For Ke’anae License Area, if there is only one seat available, My ‘Ohana strongly support Harry Aukai Hueu Jr.
    For Honomanu License Area, it would be in the best decision to support the only active Kalo Farmer, Miss Napua Hueu.

    I support the appointment of Napua Hueu to the Honomanu seat. She is a young and fresh voice with extensive practical knowledge in water issues and community affairs.

    I support the water authority and want jonathon Scheuer name put back on. Dr. Schemer is far more qualified on kanaka maoli culture.

    I apposed Envoy being replaced with Dr. Jonathan Shueler. Dr. Shuler transparency is what is needed. And not someone developers try to manipulate our system. The Hawaiian cultural and traditions need to be respected. Who has the true authority?
