on 6, C, it makes no sense that the council could not adopt substantial amendments in open council. and to box the council in with a 2/3 requirement insults legislative prerogative. it seems this Reso assumes bills will come to council "clean" when in reality rarely occurs. ambition vs ambition is the role of the legislative body and this language marginalizes that pursuit. I strongly oppose this inclusion.
