We respectfully submit this testimony on behalf of the water committee of ʻAha Moku O Maui, Inc. which is the ʻAha Moku island council which includes all 12 Moku of Maui who elect moku representatives from their active members, as well as a Council Chair. The island council provides consultation regarding moku-specific generational knowledge and traditional ahupuaʻa resource management. Each Moku holds regular meetings with their members on a monthly or as-needed basis. The Chairperson and 12-13 moku representatives, meets quarterly as a council. 'Aha Moku O Maui has separate meetings of its committees for ʻĀina/Land, Ea/Air, Kai/Ocean, Wai/Water, Kahakai/Shoreline, and Iwi Kūpuna/Burials.
'Aha Moku O Maui supports your consideration of the charter amendment to establish a countywide water authority, just as we supported the creation of an East Maui water authority. We believe the voters should be allowed to evaluate this proposed change to the county charter and emphasize that as a lāhui we must seek opportunities to codify input and representation from cultural practitioners and those with generational knowlege of water resources.
