Please change the fact that you actually penalize people with hybrid and electric vehicles. In all that we do, our severe challenges with being a small island county that is so dependent on oil, we need to be supporting more people to have electric and hybrid vehicles. Please change this to actually support the future of our vehicle system. Find better ways to work this, including changing to a weight and MILEAGE DRIVEN PER YEAR system.
