    PLEASE RECONSIDER MAALAEA PROPROSAL BEFORE SENDING TO COMMITTEE

    The circular recently mailed to all post office holders referred to the role of the Countywide Policy Plan in crafting the budget. In my recent testimony I noted the clauses in the Countywide Policy Plan pertaining to the Maalaea WWTR reclamation proposal from CM King:

    Maui County Today pg 32: “Management of the wastewater stream is important because it protects the water supply from becoming contaminated and aids in water conservation by allowing reclaimed water to be used for non-potable water purposes. Improper disposal of wastewater has the potential to damage the drinking water supply, coastal water quality, and other important environmental resources.”

    Key Strategies:
    I. Improve physical Infrastructure: (pg 42): “New and old sustainable approaches for the delivery, use and conservation of water and energy resources, along with new ways of thinking about the recycling and disposal of waste are among the opportunities which Maui can capitalize.”

    Countywide goals, objectives, policies and actions: (pg 46)
    A. Protect the Natural Environment
    Objective 1 e. “Protect undeveloped beaches, dunes, and coastal ecosystems, and restore natural shoreline processes.”
    Objective 2a “Protect and restore nearshore reef environments and water quality.”
    2b“Protect marine resources and valued wildlife.”
    2e“Mitigate the negative effects of upland uses of coastal wetlands, marine life, and coral reefs.”

    Policies: pg. 70
    Objective 2: b. “Support innovative and alternative practices in recycling solid waste and wastewater and disposing of hazardous waste”

    “Implementing Actions: “e. Phase out the use of injection wells”. (pg.71)

    “Support catchment systems and on site wastewater treatment in rural areas and aggregated water and wastewater systems in urban areas if they are appropriately located. “(pg. 72)

    Unfortunately, in your decision making this week, you ignored the very Countywide policies that frame our County government – that you have asked voters to refer “to assist you in crafting’ budget priorities.

    It’s not too late. Please reconsider the proposal for Maalaea wastewater reclamation system for THIS budget session. In 2005 the Maalaea Harbor and Maalaea Beach were at only 8% of what they once were. This is 2022 and the deterioration has only increased in the last 17 years. We cannot wait for another 8 and possibly 10 years to connect to the county’s proposed Central Maui wastewater system.
    The objections and concerns raised on Monday are nonissues. Please give us a chance to respond BEFORE sending this to committee and basically cutting it out of the budget this year.

    I am Bogdan Udrea and I am testifying on BFED-1 in support of Maui Economic Development Boardʻs Economic Diversification Grant under the Maui County Office of Economic Development. During the past two and a half years I have found that the MEDB has been a great support for small businesses by providing a way to meet and share our passions and tribulations, albeit virtually. I am looking forward to meeting in person with other small business community owners during the MEDB-organized Techohana workshops.

    Thank you for your initial support of HARF for finding. HARF provides an invaluable service to Maui with animals. Respectfully asking that you support HARF in their endeavor’s to help handle the pet population on Maui and Molokai

    Please be sure to include Hawaii Animal Rescue Foundation in your budget! They are amazing with helping the animals on Maui. I have fostered puppies for them and see how hard they work for the whole county including Molokai’i.

    I strongly support Councilmember Mike Molina’s budget proposal for $200K towards the land acquisition of TMK (2) 3-8-001:072 (29.95 acres) or for a master plan of beach improvements and public access to Wawau Point (Paia Baby Beach).

    I am in support of funds to go to Hawaii Animal Rescue Foundation. They are an integral part of assisting with the animal population on Maui. They help dogs that need extra time to find homes, which is challenging due to the lack of housing problem on our island to people that share their lives with animals. Homeless dogs are everyone’s problem and affects quality of life. HARF should be included in the budget. Mahalo

    As a resident of the North Shore for 53 years, and user of Paia Baby Beach, I see it as imperative that budget includes purchase of this point. I can’t tell you the frustration when I leave before even arriving, due to no place to park! Please respect the sins and it’s residents.
