    Aloha BFED Chair Keani Rawlins-Fernandez,
    I apologize for not making the meeting in time to provide oral testimony. This item is of great concern for me and my family. We have personally done the data collection for the Hana Highway for six years. The first round of grant funding was held hostage with the premise that an out of state fiscal sponsor could not be used which ultimately is not true. Then the grant was hijacked and then the second year it circled back to Maui Visitors Bureau. There has been some inquiry to how best to address visitor education but nothing substantial started. I am up in arms with the grant process, the pass the buck attitude and the dismissive tenor exhibited to the grass roots work of Hana Highway Regulation. During the seasonal monitoring of the area lives have been save and flow of traffic improved. OED and MVB are sitting on pathways of solutions and taking no action. It would behoove all departments, agencies and certainly the Infrastructure and Transportation Committee to dig in and help this proactive and solutionary proposal move forward.
    I strongly recommend that Hana Highway Regulation founder and operator Napua Hueu must be a resource to this Temporary Investigative Group. All the resources have been clearly outlined in her proposal which include building out industries that improve the economics for Maui. The solution includes job creation and any further disregard to a most thorough piece of research and development is an insult to civic development and earnest progress.
