in addition to the three tiers for projects that are in various stages of readiness, within each tier there should be a ranking of those projects that are dedicated to supplying units for the lowest income, followed by low average and then average income criteria. This would insure that units that will supply units for the lowest income bracket and are implementation ready would receive priority status.
