This is a great idea. I would like the bill to read that tour operators must use the tourist parking stalls(not resident parking). Many times I use the beach parking I see scuba tours use the parking. The tour guide parks in one spot and each customer uses a parking spot. The tour operators are going to have a valid HI drivers license. I have noticed that tour operators disguise their operations with "plain vans" in these beach parking lots. It would be nice if commercial operations, construction workers and employees were not be able to use the beach parking. For example, I have seen many KOR time share employees use the parking at Kahekili beach. Thank you for this great bill.
