    Summary Proposal for Chair Sugimura and Council members:

    Napili Bay and Beach Foundation, a 501(c)3 nonprofit, was established by community members 15 years ago with the mission to protect and improve the health of Napili beach and bay.

    Today, on behalf of the Foundation Board and the Napili community of makai owners , we request that Maui County Council implement a Special Tax District which will enable us to fairly and equitably fund restoration of Napili Beach using the new Small Scale Beach Restoration specifications set in place by DLNR OCCL this year.

    Some FAST FACTS:

    - Sea level rise and beach erosion have accelerated and caused increasing damage at Napili since 2016

    - The community has raised private donations of more than $239 K to pay for coastal engineering studies done since Summer, 2018

    - We have signatures of support for implementing a Special Tax District (either a Community Facilities District or a slight amendment to the existing Napili Civic Improvement District) from owners of > 40% of proposed Napili makai district properties : 272 out of 674. We know this is the fair and equitable way for property owners in the proposed district to pay for our project, and a small uptick in property taxes can easily generate ~$250,000./year.

    - We have plans in place to retrieve ~18,700 cu yds of our beach sand, sitting in our bay, and to bring it back to the beach by Q4, 2022.

    Further details have been included below for your information and review. Paper copies of signed letters of support and a breakdown of expenditures by year are available on request.

    The longer we postpone restoring the beach, the more damage to public infrastructure,
    to health of the reef life due to increasingly impaired water quality as the coastline
    is eroded, and all of this diminishes economic vitality/resilience of the community => support for County Budget from property taxes and some TAT returns (~$4M in 2018).
