Dear Chair Sinenci and other respected members of the Maui County Council Ag and Public Trust Committee;
Many of you know me personally but for those of you whom I have not previously met my name is Jeffrey Bronfman and I am resident of Ha’iku; A location where for more than a decade I have directed a not for profit organization focused the food future of Maui, and the sustainable use of our invaluable water resources, springs and streams.
The March 8th unprecedented flood event that caused so much damage to our small community, followed in such short sequence by the announcement of restrictions on water usage for those fortunate enough to have water meters in this same area clearly illustrate the necessity to carefully consider all aspects of water policy under your authority - Particularly something as important as the Water Use and Development Plan as it will effect those who live in Ha’iku.
I stand in full support of the proposal of the Ha’iku Community Association and urge you NOT to make policy decisions related to the water needs and uses in this part of our island without considering the necessity of restoring the streams that have been unnecessarily diverted for decades.
I ask this in the name of those of us who want to use this public trust resource to grow food and care for our families and community are not further harmed by misguided public policies, and the unjustifiable extensive interruption of water flows Mauka to Makai.
No island water use plan that presumes that the streams of Ha’iku could be used to provide water for development purposes in Central or South Maui should be approved without studies that verify that this can been done with causing harm to those of us with riparian and appurtenant rights, wishing to grow food.
