Aloha Chairperson and Council Member Seneci,
Your Committee now considers whether to change terms of the West Maui Community Plan or not.
The Committee is provided a 185 page brochure. A prize winner. However, the proposed reinvention of a
community; a proposed revision evolves from an island plan with boundaries to urban reserve districts that citizen
advisory committees from affected regions did not review nor provided recommendations to the Council prior to its
action adopting the Maui Island Plan.
Its language and words that remind me of a romance novel, and this bit of fiction comes to you fifteen years
after the date is required.
I urge you to preserve the integrity of the Lahaina Community Plan by deferring action on paragraph (2) 1(19)21
as it appears listed on today's agenda by reference contained here.

Chair Paltin and PSLU committee members,
My name is Dylan Payne. I served as a member of the CPAC and was fully engaged in the process. I am writing to you on my own behalf to ask that you reconsider the changes made to the plan by your committee with regards to the Park/Open Space designations in the Olowalu area. I am making this request for a number of reasons that I am highlighting below:
1. My family is currently under contract with the current owner to purchase the property at Olowalu identified as TMK 2-4-8-003-115-0000. This is the land just south of the Olowalu transfer station across from the Olowalu surf spot. We really love this property and as a family of avid surfers highly value the proximity to the surf across the street. Our plans for the property are to continue it's Ag use (there is currently a large coconut orchard, several mature mango trees, and an abandoned tomato farm) and to explore additional future uses that would be beneficial to the community (park area, beach parking/facilities, community farms etc).
2. During the community plan update this area was originally slated to remain in Ag (Planning department recommendation). At a CPAC meeting on 2/20/2020, Chair Nishiki strongly advocated that this area be designated as park/open space. She cited the need for additional park space in the area to serve the local community who frequent the surf spot out front. At her urging, the CPAC voted to designate this area as Park/Open Space (PK/OS). While remaining in Ag would be our preference, we can see the need for park areas here and think this could be agreeable.
3. Splitting the park/open space designation into two separate designations creates significant restrictions for this property if it is classified as open space. It does not seem to follow what the intent was when the CPAC voted to change this area to park/open space.
If this committee chooses to leave this area designated as open space it would substantially hinder our goals and plans for the area and require us to reevaluate our ability to acquire this property. Therefore I would respectfully request that this committee either
a) re-designate the area as Agriculture per the Planning Department draft, or
b) change the designation back to Park to reflect the desires of the CPAC.
