    Aloha Committee Chair Molina and Committee Members,

    I am submitting this testimony on behalf of the REALTORS Association of Maui and the 1,700+ members we represent in continued opposition to this legislation. As I have outlined in past testimony, this legislation will only serve to lengthen and complicate an already long and complicated process, and it will likely require increased government spending and staffing to do so. With that in mind, RAM strongly urges this Committee to listen to the advice that came out of the Maui Planning Commission's March 9th meeting and vote "No" on this legislation.

    At the March 9th Planning Commission meeting, the Maui Planning Commission unanimously expressed strong opposition to this legislation for a variety of reasons, and RAM agrees with their reasoning. Moreover, the Planning Director also expressed disagreement with the legislation, and we agree with her reasons as well. The reasons to oppose this bill are numerous and well-founded, and you should take advice from from individuals and institutions closest to the problem you are trying to solve. I understand that the intentions behind the legislation are good, but intent does no negate consequence. Disregarding wise and informed counsel for the sake of your own opinion will not help Maui County, and it will ultimately backfire to the detriment of our residents. Please, take some time to review the comments from the Maui Planning Commission (which are attached hereto), and recognize that this legislation is likely not the solution you are looking for.
