    Aloha Chair King and members. MIke Moran for the Kihei Community Association testifying on item (CARE-1(1)) on Ma'alaea Bay using this new format (hopefully correctly.) Even though our understanding is no action will be taken at this meeting, we checked "support", as we support this newer committee exploring this matter.
    Unfortunately for this century and before , there has been much discussion about this critical portion of the kai, but minimal ACTION. We understand that this Bay has influence from County State and Federal governments. which may make coordinated action a bigger challenge, and part of the reason for lack of action.
    For years KCA was part of a hui trying to get the HIHWNMS waters in Ma'alaea Bay declared a no dump, no discharge zone. We did get agreement from the Feds, but not the State Administration. As the Whale Sanctuary is joint Fed- State management we needed agreement, so our mission failed.
    To archive what we understand are your goals will required inter-governmental agreement mostly with County and State, as there are numerous factors causing impairment.We have seepage from cesspools and septic tanks in large unsewered areas like Maui Meadows (State DOH). We have street run off (County DPW and DEM); injection wells (DEM)
    What ever hapened to the Kihei Master Drainage Plan (DPW)?
    In spite of the name KIHEI Community Assoc, upon incorporation in 1960, our region generally matches the Council district, so we surround much on the NE boundary of the bay from Ma'alaea to South Makena. Several of your expected presenters at this meeting have presented at our general membership public meetings on this topic, but our influence has not improved the situation.
    Our hope is it is a new day with a new Council that can lead us to an improved situation for Ma'alaea Bay.
